Greetings Friend,

The arrival of summer provides the opportunity to connect with our friends, forge partnerships, onboard new board members and volunteers, and work with the next generation through our summer internship program. This is also a time to reflect on our successes, challenges, and facilitate planning for EAC's future.

This August update includes a wealth of information on environmental issues facing West Marin's lands, waters, and biodiversity, including info on the newly released Draft Environmental Impact Statement (EIS) for the General Management Plan Amendment at Point Reyes National Seashore, and a update on the California Coastal Commission review of a Tomales Bay Aquaculture Coastal Development Permit.

This summer we are honored to welcome the help of four college interns to our office assisting with programmatic work focused on Marin County groundwater, California Marine Protected Areas (MPAs) and our MPA Watch program, and the Point Reyes National Seashore General Management Plan Amendment. These programmatic items will be completed this fall and shared with our membership.

I also want to thank the members for coming out for the annual June Member Meeting, Potluck & Awards, where they confirmed four individuals to our board of directors including the re-election of Terence Carroll and David Weinsoff and new elections of Sarah Killingsworth and Claire Seda. The meeting highlighted our role in the community and honored two environmental advocates, John Dell‘Osso for his public service and Jean Berensmeier for her legacy of environmental advocacy in Marin County. Check out our meeting highlights here.

Our work will be cut out for us the next 45-days as we review the Draft EIS by the National Park Service for Point Reyes National Seashore along with our other active program areas. Thank you for supporting our work through your active participation and generosity. For 48 years, EAC has been able to provide an essential voice for the environment in West Marin thanks to your support!

In gratitude,

Morgan Patton | Executive Director

Land | Seashore's Draft Environmental Impact Statement Released

The Point Reyes National Seashore has released the Draft Environmental Impact Statement (EIS) for the General Management Plan Amendment (GMPA) for a 45-day public review and comment period. Deadline for public comments is September 23rd, 2019. The public will have 45-days from August 8, 2019 to submit comments on the draft. The National Park Service will be hosting two public workshops on August 27th in West Marin, and August 28th in Sausalito, where the public can review the proposed plans, ask questions of park staff, and learn more about areas where there are specific concerns. EAC’s Lands Committee is engaged on this issue and will be reviewing and commenting on the entire Draft EIS before the deadline. EAC will keep our members and community informed of our interpretation of the draft EIS and the impacts to park resources in the coming weeks.

Water | Coastal Commission Updating Aquaculture Coastal Development Permits

EAC continues our engagement and commitment to the protection of sensitive resources in Tomales Bay watershed through monitoring commercial development activities in West Marin's coastal zone. This week, the California Coastal Commission (Commission) met August 7th - 9th and approved a Coastal Development Permit (CDP) amendment for Charles Friend Oyster Company (CFOC/Tomales Bay Oyster Company) for after-the-fact development activities that impacted eelgrass habitat. We will continue to monitor this issue to ensure protection of sensitive habitats like eelgrass, and supporting efforts and partnerships to reduce aquaculture debris in Tomales Bay. Currently, the Commission is reviewing all aquaculture development in California that includes all the aquaculture operations in Tomales Bay. Hog Island and Marin Oyster have already amended their CDPs. Learn more about our Healthy Tomales Bay Program and more below.

Water | Marin MPA Watch Summer Programs & Online Training

Marin MPA Watch volunteer field training sessions are in full swing. Join our volunteer team at Limantour on August 17th, or at the Corte Madera Marsh on August 31st to learn how to collect community science data on human uses of coastal and marine resources inside and outside of California's network of Marine Protected Areas (MPAs). Data collected helps to inform coastal resource management by providing information on how people are interacting with our network of MPAs.

NEW! MPA Ambassador Training is now online! This new resources was developed through a partnership of EAC, the Golden Gate MPA Collaborative, and California Department of Fish and Wildlife. Kudos to our former MPA intern, Conner Cimmiyotti, who lead the effort to develop this online training with our MPA Collaborative partners.

The online training content has been reviewed by California Department of Fish and Wildlife (CDFW) staff in an effort to ensure accuracy and consistency with statewide outreach product formats, and foster public understanding and compliance in a way that also supports CDFW enforcement efforts. Outreach products that undergo the CDFW review process are eligible to use the CDFW logo for added recognition.

Land | Marin County Wildfire Preparedness

Marin County Fire will provide an update to the Board of Supervisors on Tuesday, August 13, 2019 on Wildfire Prevention and Mitigation Initiatives. This is in response to the April 2019 Marin County Civil Grand Jury Report on Wildfire Preparedness and Lessons Learned 2017 North Bay Fire Siege Report. These reports examined inadequacies in wildfire preparedness and recommended actions on vegetation management, public education and alerts, evacuations, and the establishment of a Joint Powers Authority (JPA) for wildfire planning and preparedness. The Marin Wildfire Prevention Authority (MWPA) is a coalition of local fire agencies, emergency service providers, and cities, towns, and county government being formed to support the development and implementation of a comprehensive wildfire prevention and emergency preparedness initiative.

Education | West Marin Wild Environmental Education

Environmental education is an important way we accomplish our mission to protect and sustain the unique lands, waters, and biodiversity of West Marin. Our goal is to facilitate lasting and meaningful relationships with the environment in West Marin by providing access and awareness to the natural world. This spring, in partnership with Marin County Parks/Breathe Respira/Measure A programming, we provided outdoor education to 145 students from schools in West Marin and underserved schools in San Rafael to visit Marin County Parks and Open Space Preserves like Roys Redwoods and Agate Beach/Duxbury Reef. Our naturalist partners helping to deliver bilingual programming included: Amigos Alados, David Herlocker, Wendy Dreskin, Natalie Clark, Carlos Porrata, Juan Carlos Solis, Marco Berger, Todd Plummer, Liz Wilhelm, and Will Herbert. Our students utilized the California Academy of Science iNaturalist application and collected more than 1,200 observations documenting more than 250 species. Many of our students had never experienced a redwood forest or tidepools. Help us continue this programming with a special gift to our Education Fund, today!
